Request for Quotes: Rural Energy Cohort Curriculum Development and Facilitation

The Northwest Environmental Justice Center (Center) is building community capacity by connecting current and emerging EJ leaders to a community of practice through our Cohort Learning tracks. Over the course of one year, cohort members will participate in training, webinars, networking opportunities, and 1:1 coaching guided by experienced facilitators. The Center is seeking an entity to develop a curriculum for and facilitate an energy justice cohort for rural communities. 

The Center intends to engage with an organization to create an energy justice cohort for rural communities in WA, ID, OR, and AK. There are many energy efficiency and renewable energy opportunities through federal, state, and private funding. Nonprofits, community-based organizations, Tribal governments, economic development districts, local government, and other entities may want to engage with these opportunities but not know where to start. We have heard the desire to learn about the language, concepts, and opportunities related to energy efficiency, clean energy, and energy justice tailored to rural and remote communities who are often on the frontlines of energy issues. We are seeking a contractor that can design a curriculum and lead a rural energy cohort. Our cohort models have consisted of both facilitation of larger group meetings and 1:1 coaching, but the contractor can create a cohort design that they find most effective.

Consultant Budget Funds

To be determined based on available funds and services to be provided. Our goal is to work with a contractor from January 2025 through May 2028 with a minimum/maximum range of $140,000-160,000. We anticipate the first round of contracting and funding to be for January 2025 through May 2026 and have a minimum/maximum range of $60,000-80,000 to develop the curriculum and lead the first annual energy cohort. Additional funding under this agreement for subsequent cohort delivery will be released to the Contractor through amendments to the scope of work as the funds are appropriated to the Partnership’s grant agreement with EPA.

Submission of Quotes

Deadline

  • Quotes are due on or before December 1, 2024, at 11:59 p.m., Pacific Time.

Questions

  • Any questions or areas of clarification must be submitted, by email, as soon as possible to Tyler Wagner. Statements made by staff are not binding unless confirmed in a written addendum.

Quote Form and Contents

  • Submissions will be limited to the equivalent of 3 pages of material plus a 2-page resume for any key project personnel, (resumes, the Certification Form, and any front and back covers which are not necessary, are excluded from the 3-pg limit). Use 12-point, 8.5” X 11” paper, single-spacing and one-inch margins. To maintain the fairness and integrity of the selection process, it is important that quotes conform to the requirements of this section. Do not include any information that is not specifically requested. Elaborate artwork and expensive visual or other presentations are neither necessary nor desired. The quote should provide all information in the order requested. Failure to submit any of the required items may be grounds for rejection of the quote.
